Apoorva Misra is an Advocate with approximately 24 years of practice at the Bar, with the power sector standing out as one of the most prominent and consistent areas of his work. Over more than two decades, he has practiced across a range of regulatory sectors, but it is his sustained engagement with power sector matters — spanning Distribution, Transmission, Generation (both Renewable and Thermal), and Trading — that has come to define his professional identity. This depth of sector-specific experience, built up over a long career, is relatively uncommon and positions him as a specialist rather than a generalist litigator.

His career has been shaped by tenures at some of the country’s premier law firms, including Trilegal, J. Sagar Associates (JSA), and HSA Advocates, where he was a member of the Projects & Regulatory and Policy practices. In these roles, he has appeared and argued matters on behalf of a wide spectrum of clients — government companies and corporations, private companies, and consumer organisations — reflecting an ability to act for both sides of the regulatory relationship, from utilities and generators to the consumer interests that engage with them.

His forum experience is extensive, spanning numerous State Electricity Regulatory Commissions (including UPERC, BERC, DERC, APERC, TNERC, TSERC, HERC, and MERC), the Appellate Tribunal for Electricity, various High Courts, and the Supreme Court of India. This breadth across both the trial and appellate levels of the electricity regulatory framework gives him a comprehensive view of how matters move through the sector’s specialised dispute resolution architecture, making him particularly well suited to represent power sector entities such as UPPCL before these very forums.
